Click here to enlarge this graphic to full screen.The City of Oxnard Water Division blends water from City wells and two outside sources to supply its consumers with domestic water. The water supply sources are blended and introduced into the domestic water system at each of four (4) blending stations. Additional sites located throughout the City regulate and monitor system pressure. Process instrumentation and computerized controllers at each site collect information on water quality, flow, pressure, operational status, and alarm conditions. The data is transmitted to the Supervisory Control And Data Acquisition (SCADA) system located in the Water Division's Water Production Control Room at Blending Station #1 (Third Street Facility). The real-time information is displayed graphically on a computer system known collectively as the
Human-Machine Interface (HMI). The Water
Production Program operators use the HMI to
monitor and direct water production and blending
operations.


Proposed Modifications

With recent advances in technology, the equipment installed at each of the City's blending stations and monitoring sites is becoming obsolete and is scheduled for upgrade and/or replacement. Modernization of the City's existing SCADA system is intended to improve the efficiency and utility of the operation, maintenance, and management of the water production and distribution system. The changes proposed will encompass all aspects of the SCADA system, ranging from fundamental control philosophy to specific telemetering and instrumentation sensors. They include:


Implementation Schedule

In order to maintain the existing SCADA system operation, the proposed modifications will be implemented in phases. The following schedule is intended to minimize disruptions and to ensure that the required equipment is installed before implementing successive phases:

Phase 1A - Blending Station #3 - Implement SCADA - Install PLC, HMI and Telemtry for new filter plant and wells. Also provide monitoring at existing HMI system at BS #1. Ongoing
Phase 1B - Blending Station #1 - Install New SCADA Equipment - Install new PLC, HMI and Telemtry. This PLC and HMI will replace existing equipment at BS #1 in Phase #9. This site will also act as the SCADA Radio Master Site for both Ethernet and DF1 Radio systems. In Progress
Phase 2A - Blending Station #4 - System Diagnostics and Repair - Perform diagnostics on complete system. Make recommendations on findings and then repair/modify system after approval. This work needs to occur before completion/startup of Phase 1A project. Complete
Phase 2B - Lat./Long. Coordinate Drawings and IEEE 802.11 Study - Obtain site coordinates and develop drawings showing Geographic Positioning System (GPS) coordinates. Perform IEEE 802.11 radio study to determine viability of using 802.11 system for SCADA telemtry. Complete
Phase 2C - Add Port Hueneme Water Agency (PHWA) Flow Rate to Blending Station #2 - Incorporate existing flow signal to existing BS #2 PLC for monitoring by the existing HMI at BS #1. Open
Phase 2D - Springville Low Range Flow Transmitter / Lease Line - Perform diagnostics on transmitter - repair or make recommendations on replacement. Review surplus lease line usage and determine if needed. Open
Phase 3 - Blending Station #2 - Implement SCADA - Install new PLC, HMI and Telemetry. This PLC and HMI will replace existing equipment at BS #2. Open
Phase 4 - Blending Station #4 - Implement SCADA - Install new PLC, HMI and Telemetry. This PLC and HMI will replace existing equipment at BS #4. Open
Phase 5 - Install New P&G PLC and Telemetry - Install new PLC and Telemetry. This PLC will be used to monitor the P&G flow signal and transmit the information over the new radio telemetry system. Open
Phase 6 - Install New Springville PLC and Telemetry - Install new PLC and Telemetry. This PLC will be used to monitor the Springville level transmitter signals, valve monitoring, and the upper and lower range flow signal. The data will be transmitted over the new radio telemetry system. Open
Phase 7 - Install New Pressure Monitoring PLC's and Telemetry - Install new PLC and Telemetry at each site. Each PLC will monitor the pressure and transmit the information over the new radio telemetry system. Open
Phase 8 - Install New Pressure Vault PLC's and Telemetry (provided that vaults are not removed) - Install new PLC and Telemetry at each site. Each PLC will monitor the pressure transmitter plus any peripheral devices and transmit the information over the new radio telemetry system. Open
Phase 9 - Blending Station #1 Decommission Existing SCADA System - Remove existing PLC, HMI and Telemetry. Open
