
To continue to guarantee the ongoing integrity of the city’s water supply infrastructure and meet operational expenses, the City of Oxnard announces its water rate ordinance effective January 1, 2007. As such, water rates and connection fees now reflect an increase to enable the city to continue its water utility operations on a financially sound basis.
The funds generated by the increase will be used to offset expenses, meet financial reserve needs and requirements, fund significant capital improvement projects, and purchase supplies and related materials associated with the provision of water service. One critical supply is the rising cost of water itself. The Calleguas Municipal Water District (CMWD), which supplies half of the city’s water, adopted a new two-tier, inclining block rate structure increasing its fees effective August 15, 2006. In addition, capital improvements projects are necessary to maintain water service within the city’s service area, including cast iron pipe replacement, water quality treatment upgrades, fire hydrant upgrades, hydraulic improvements to the existing system, control system improvements and groundwater well rehabilitation.
In order to determine appropriate and equitable rates, rate levels and rate structures for the city’s utility operations, the Water Division conducted a comprehensive Water Rate Study -- the first of its kind in nearly 15 years. The study included analyses of the city’s historical rates and rate structures as well as projected operating revenues and expenses. The results clearly illustrated how the city’s circumstances have changed considerably over the years. Water demands have steadily increased with escalating costs while available and reliable water resources have declined. Further, the study found that the city’s previous declining block rate structure did not encourage water conservation.
Finally, the Water Division is pleased that the city’s water rates remain one of the lowest of any city in Ventura County.
