Implementation of the GREAT Program is expected to provide significant regional benefits including the following:
- The reliability of high quality water deliveries to the Oxnard Plain will be improved.
- The Calleguas Municipal Water District can reduce imported water requirements and eliminate the need for additional costly imported water delivery system improvements.
- Oxnard will have sufficient water supplies to meet its increasing water resource needs.
- The Port Hueneme Water Agency can obtain additional desalination capacity at reduced costs by benefiting from an economy-of-scale.
- Oxnard and the Port Hueneme Water Agency will benefit from the economy-of-scale at the United Water Conservation District's Oxnard-Hueneme Pipeline.
- Groundwater pumping in the Pleasant Valley area will be relocated to the Forebay thereby alleviating severely depressed groundwater levels.
- Increased groundwater pumping in the Forebay will enhance groundwater recharge at UWCD’s spreading grounds.
- A new brine line for the regional groundwater desalination facility can also be used to collect industrial brines thereby reducing the cost of wastewater reclamation.
- The reliability of Calleguas Municipal Water District’s Regional Salinity Management and Wetlands Enhancement Program will be improved by creating capacity in Oxnard’s Wastewater Treatment Plant outfall for brine disposal.
- By utilizing the Port Hueneme Water Agency’s Brackish Water Reclamation Demonstration Facility for recycled water, the cost of producing recycled water will be reduced considerably and valuable operating data regarding the cost-effectiveness of alternative desalination technologies for recycled water treatment can be obtained.
- The development of a recycled water delivery system will allow utilization of a valuable water resource that is currently wasted to the ocean and introduces a new water resource to the water balance of the Oxnard Plain.
