Water use in the United States in 1980 was estimated to be an average of 450 billion gallons per day, a 22 percent increase from the 1970 estiamte. By the year 2000, it has been estimated that 17 out of 21 water resources regions of the United States will suffer from inadequate surface and undergound (groundwater) water supplies, flooding, erosion and sedimentation problems, and pollution of both surface water and groundwater.

In order to address our water supply needs at a regional level, representatives of the City of Oxnard, the Port Hueneme Water Agency (PHWA), the United Water Conservation District (UWCD), and the Calleguas Municipal Water District (CMWD) meet regularly. Through these discussions, a regional water supply program has emerged.

This program, entitled the Groundwater Recovery Enhancement And Treatment (GREAT) Program, will involve three major objectives:

The benefits are numerous for all parties involved, including the residents and business owners of Oxnard. The GREAT Program is a win-win regional project solution that demonstrates the City of Oxnard Water Division's commitment to "meeting the challenges of tomorrow, through better planning today, while remaining always at your service."
